A few days ago, the national development and reform commission (NDRC) issued a notice to solicit public opinions on the catalogue of guidance for industrial restructuring (2019) (hereinafter referred to as the draft), which is composed of three categories: encouraged, restricted and eliminated.
The encouraged category mainly refers to the technologies, equipment, products and industries that play an important role in promoting economic and social development and are conducive to meeting people's needs for a better life and promoting high-quality development.
The restriction category is mainly backward technology, which does not meet the requirements for industry access and relevant regulations. It is prohibited to build or expand new production capacity, technology, equipment and products that need to be supervised and improved.
The elimination category mainly refers to the outdated technologies, technologies, equipment and products that do not comply with relevant laws and regulations, do not have the conditions for safe production, seriously waste resources and pollute the environment, and need to be eliminated.
Encouraged category involved
1, 300,000 square meters/year (including) above ultra-thin composite stone production
2, mechanized stone mining
3. Comprehensive utilization, production and process equipment development of ore scrap, plate scrap and stone powder
4. Development of building materials and technological equipment by utilizing secondary resources, such as mine tailings, construction waste, industrial waste, river and lake (canal) sludge and agricultural and forest residues
5, the production of inorganic artificial stone, the use of non-toxic or low-toxic resin resin based artificial stone production
6. Mine ecological environment restoration project, tailings, waste residue and other resources comprehensive utilization and supporting equipment manufacturing
Restricted classes include
1. Production line of aerated concrete below 150,000 cubic meters/year (excluding)
2. Production line of sintered brick and sintered hollow block below 60 million standard bricks/year (excluding)
3. Motor vehicle engines with emission standard no. 3 or below
Eliminate the category as
1, decoration stone mine chamber blasting mining technology, sling type marble soil pulling saw, mobile small disc saw
2. Open-pit mine adopts pot blasting
3. Open pit mine adopts 'one wall' mining with tunneling, bottom caving, digging and non-stratification
4. Blasting is used in open pit mines for secondary crushing of large pieces of ore-rock
'Soliciting opinions draft' involves many aspects of stone industry: plate production, mining technology, comprehensive utilization, ecological environment recovery, equipment and so on.
It needs to be noted that those that do not belong to the categories of encouragement, restriction and elimination, and are in line with relevant national laws, regulations and policies, are permitted. Allow classes not to be listed.
The guidance of this revision is to adhere to the general tone of seek improvement in stability work, adhere to the new development concept, adhere to promote high-quality development, adhere to the supply-side structural reform as the main line, put the focus of economic development on the real economy, promote the integration of rural primary, secondary and tertiary industries, promote rural revitalization; In line with the new round of world scientific and technological revolution and industrial transformation, we will support the optimization and upgrading of traditional industries, accelerate the development of advanced manufacturing and modern service industries, promote the digitalization, networking and intelligent upgrading of manufacturing, and promote the in-depth integration of advanced manufacturing and modern service industries. We will vigorously eliminate ineffective supply by means of market and rule of law.
With the introduction of the later formal documents, many aspects of the stone industry will face structural adjustment, and the stone industry may usher in a new stage of development.
